Career

Yang was born on March 21, 1974, in Yunnan, China. He graduated with a bachelor’s degree in history from Yunnan University’s School of History and Archives in 1995 and then worked as a civil servant in China. In 2002, Yang moved to London, where he studied language for a year before earning a master’s degree in public administration and public policy from the University of York. In 2005, he founded Hampton Group International, a London-based consultancy firm focused on building business relations between British and Chinese companies. Yang is an honorary member of the 48 Group Club, a pro-China lobbying group, and a member of the Chinese Communist Party (CCP). He has also worked for the CCP’s United Front Work Department. In a 2022 interview with China Daily, Yang mentioned his involvement in promoting the Chinese government’s Belt and Road Initiative in the United Kingdom.

Spying allegations

In November 2021, Yang was stopped at a port, where authorities found a letter from Dominic Hampshire, an adviser to Prince Andrew, Duke of York, on his devices. The letter mentioned Yang being invited to Andrew’s birthday party. Hampshire wrote, “I also hope that it is clear to you where you sit with my principal… Outside of his closest internal confidants, you sit at the very top of a tree that many, many people would like to be on.” Yang had been a guest of Andrew at Buckingham Palace, St James’s Palace, and Windsor Castle. Another document contained details of a phone call between Yang and Andrew, describing Andrew as being in a “desperate situation” and likely to “grab on to anything.”

In March 2023, then Home Secretary Suella Braverman barred Yang from the United Kingdom, citing concerns that his close relationship with Prince Andrew could be used for political interference by the Chinese State. Yang appealed the decision to the Special Immigration Appeals Commission (SIAC) in July 2023, but the challenge was dismissed. The Home Office confirmed Yang was barred for engaging in “covert and deceptive activity” on behalf of the Chinese Communist Party (CCP).

Yang submitted a second appeal in August 2023, with hearings held in July 2024. Yang claimed he had limited links to the Chinese state and that an advisor to Prince Andrew had suggested he handle potential investors in China on Andrew’s behalf. In December, judges Charles Bourne, Stephen Smith, and Stewart Eldon dismissed the appeal. They ruled that Braverman was justified in concluding Yang posed a “national security risk”. The judges noted Yang had gained “an unusual degree of trust” from Prince Andrew, and that Andrew’s vulnerable position at the time could have been exploited. Following the ruling, Andrew’s office stated he had “ceased all contact” with Yang and that their meetings were only through official channels, with nothing sensitive ever discussed.

On December 16, 2024, High Court judge Martin Chamberlain ruled that Yang could be publicly identified. Previously, he had been referred to as “H6.” Later that day, Yang released a statement denying any wrongdoing, calling the Home Office’s concerns “ill-founded” and his exclusion a result of an “anti-China stance.” He claimed he had asked for his identity to be revealed to address “speculation and misreporting” in the media.
